The Ministry of Economic Affairs 10 May 2013 No.10220204430 explanatory decree
水利法第七十八條之一第二款規定，所稱應經許可之排注廢污水或引取用水行為，係指以施設建造物方式排注廢污水或引取用水之行為。
The term “discharging wastewater or drawing water shall obtain prior approval from the authority” depicted in subparagraph 2, paragraph 1, article 78-1 of the Water Act is subject to conducts or activities of discharging wastewater or drawing water by installing structures.
